Vice President, General Counsel
Francis Harkins joined Piper in 2006 as Vice President, General Counsel and Corporate Secretary. Previously he served as Executive Vice President, General Counsel and Corporate Secretary of Utilicom Networks, LLC, a cable television, internet and telephone provider. Prior to joining Utilicom, he was Executive Vice President, General Counsel and Corporate Secretary of US Diagnostic, Inc., the largest operator of MRI centers in the United States. Earlier, Harkins was with Peoples Telephone Co., Inc., a pay telephone, cellular, prepaid calling card and Russian inter-city communications provider, where he served as Vice President, Associate General Counsel and Corporate Secretary. Prior to joining PTC, Harkins was a corporate attorney with W.R. Grace & Co., a diversified corporation.
Harkins has a Bachelor of Arts from Fairfield University and a Juris Doctorate from New York Law School. He is licensed to practice law in Florida, Washington, D.C., and New York.
